I found out it's because my network adapter (Intel (R) Centrino (R) Wireless-N 1030) has a Code 45 (Currently, this hardware device is not connected to the computer. To fix this problem, reconnect this hardware device to the computer). The version I have is 15.4.1.1.

Also, the driver seems to randomly exit code 45, so I get intermittent WiFi connectivity. But, this is not frequent/reliable enough for obvious reasons!

It seems that Intel discontinued support for this driver (see here). Windows 360 controller driver. I can't tell if there's a different driver offered to replace it, when I run either the Dell/Intel driver update softwares they don't identify my network adapter as needing an update..

Some people have reported this issue when they upgraded to Windows 10, as it seems that Inspiron N411z does not support Windows 10 and Windows 10 does not support this network adapter driver. However, I have had Windows 10 since Microsoft forced the upgrade and have just now encountered the problem.
